Following the EU AI Act's entry into force on 1 August 2024, European Digital Rights (EDRi) coordinated the successor civil-society coalition to the 2021–2024 legislative campaign — this time oriented toward enforcement and defending against a deregulation agenda that emerged within months of adoption.

Enforcement strand

GPAI obligations applied from 2 August 2025; the AI Office's full supervisory and enforcement powers (investigations, documentation requests, fines, recall orders) apply from 2 August 2026. On 9 July 2025, a coalition of 52 civil-society organisations, experts, and academics — co-drafted by CDT Europe, BEUC, EDRi, and ECNL — wrote to the European Commission demanding that it implement and enforce the AI Act rather than reopen it under the forthcoming Digital Simplification package. On 23 September 2025, EDRi and 31 civil-society organisations called on the Commission and Member States to keep national implementation on track, documenting that near-zero Member States had met the deadline to designate national competent authorities.

AI Omnibus opposition

On 19 November 2025, the European Commission formally proposed the AI Omnibus as part of a broader Digital Omnibus package — framed as technical simplification of the AI Act but assessed by civil society as the largest rollback of digital fundamental rights in EU history. Over 133 civil-society organisations and trade unions, including in a letter co-signed with noyb and the Irish Council for Civil Liberties, urged the Commission to halt the proposals. On 15 April 2026, 41 organisations and experts wrote to Members of the European Parliament calling for the AI Omnibus to be rejected on procedural and substantive grounds.

The AI Omnibus trilogue deal was reached on 7 May 2026. EDRi, Access Now, ECNL, and Amnesty International called for Parliament and Council to reject it, citing its delay of high-risk AI safeguards until December 2027 (and August 2028 for certain systems), reduction of public-database transparency obligations, and shift of machinery AI systems from the horizontal AI Act to weaker sectoral rules.
