Democracy and Media Foundation

The Democracy and Media Foundation — Stichting Democratie en Media (SDM) in Dutch — is an Amsterdam-based independent foundation established in 1944 as Stichting Het Parool by the founders of the illegal resistance newspaper that circulated clandestinely in the Nazi-occupied Netherlands from 1940 to 1945. After the post-war newspaper was privatized and separated from its founding institution, Stichting Het Parool renamed itself Stichting Democratie en Media in 2003, carrying the WWII resistance mission forward — in the foundation's own framing, the founders' "passion and courage continue to inspire us in our day-to-day work" — into the form of a grant-giving equity fund. Managing Director Nienke Venema has led the organisation since 2015 across a staff of approximately twelve.

Structure and financial model

SDM operates as an equity fund: its approximately €140 million in investable assets are held principally in media investments and financial instruments, with grantmaking funded entirely from investment returns. The asset base originates from the 2009 sale of SDM's majority shareholding in PCM Uitgevers — publisher of de Volkskrant, Trouw, and Algemeen Dagblad — to De Persgroep (now DPG Media). From 1968, SDM had held a controlling 60–89.75% stake in the Perscombinatie NV vehicle that merged the Het Parool, de Volkskrant, and Trouw titles; the 2009 divestment converted that controlling stake into the investment-return-based model in place today. Current holdings retain shareholdings in DPG Media and in De Correspondent / The Correspondent, the Dutch-English investigative journalism platform. The investment approach is socially responsible — excluding weapons, tobacco, alcohol, and gambling, with "special emphasis on freedom of the press" — and managed with a long-term target return of 5% under the advice of fiduciary manager IBS Capital Allies. SDM's ANBI public-benefit disclosure records 2024 mission-related expenditures of €3,433,601 and 2025 budgeted mission expenditures of €4,219,715, placing annual grantmaking at roughly €3–4 million scale.

Focus and grantmaking

SDM's statutory objectives — unchanged from the 1944 founding — are to counter totalitarianism and to strive for vigorous democracy and multifaceted, opinion-forming media. These are operationalized through five thematic pillars: fundamental rights and freedoms, active democracy, remembrance of the WWII resistance, truth-seeking, and media innovation. The 2023–2025 strategic period focuses on active democracy, future-proof journalism, and a resilient constitutional state.

Grantmaking operates through two channels: the Democracy and Media Fund (democratic rule of law, press freedom, and digital rights) and the Civil Movements Fund (civil-society movements more broadly). Geographic eligibility extends to the 47 Council of Europe member states, with explicit priority for countries where press freedom or the rule of law is under active pressure. Beyond open-call grantmaking SDM makes core organisational grants to long-term partners and maintains an idealistic-shareholder role in DPG Media and De Correspondent. SDM is also a contributing supporter of the Media Development Investment Fund (MDIF), the media-development lending institution, with a multi-year commitment noted in its own public disclosure.

Digital rights and AI-adjacent grantmaking

The most significant in-corpus link is SDM's core organisational support for European Digital Rights (EDRi) since 2015 — a relationship SDM documents on its own initiative page and that EDRi's own 2026 funding page independently confirms.
