Youth IGF Morocco

Youth IGF Morocco is a youth-led, multi-stakeholder platform within the United Nations Internet Governance Forum (IGF) ecosystem, dedicated to engaging young people across Morocco in shaping internet and technology policy. Recognised as part of the UN IGF network, the initiative convenes students, researchers, entrepreneurs, civil-society members, and government and academic participants in a structured multi-stakeholder process designed to channel youth perspectives into national and international internet governance and AI policy deliberations. It operates from a Rabat anchor across twelve Moroccan cities, with a reported community of more than 200 youth delegates.

Programs and activities

Youth IGF Morocco's annual Youth Internet Governance Forum in Rabat is the flagship convening: participants co-create policy briefs on AI governance, data ethics, and open-internet principles alongside domain experts, with outputs translated into Arabic, French, and English. The organisation has published more than 35 policy briefs — a substantial volume for a national youth-chapter initiative in the Arab and African regions.

Beyond the annual forum, the organisation sustains engagement through city meetups across twelve Moroccan cities, capacity-building workshops on digital rights and policy advocacy, and policy labs and listening sessions designed to channel youth insight directly into national digital strategy processes. A mentorship and micro-grants programme supports youth-led projects on online safety, AI ethics, inclusion, and social good.

AI governance work

AI governance is explicitly a central programme area: forum tracks, working groups, and published policy briefs directly address responsible AI, algorithmic accountability, and data ethics. This work occurs against a nationally active regulatory backdrop — Morocco unveiled a Digital X.0 bill proposing to formally integrate AI governance, data governance, and digital identity into national law, establishing ethical and accountability principles for algorithmic use in public administration and private-sector applications. Youth IGF Morocco positions Moroccan youth as direct participants in the multi-stakeholder conversation shaping that regulatory context.

Position in the movement

Youth IGF Morocco closes a North Africa gap in the local-group layer of the corpus: the region has been absent from this layer entirely despite Morocco's active positioning as a digital governance hub. The initiative fits the corpus on the mission's primary criterion — young Moroccans from across civil society, academia, government, and industry are being engaged in work to shape how AI and the internet are governed — and occupies the public deliberation and participatory governance movement area. Internet governance is Youth IGF Morocco's broad scope with AI policy included; the AI governance thread is substantive and documented through 35+ published policy briefs and explicit annual forum programming, placing the scope edge firmly in-scope.
