Toeslagenaffaire

Toeslagenaffaire is the Dutch-language working register through which the substantive critical-public-discourse account of the Netherlands' childcare benefits scandal has been named. The official program name was the kinderopvangtoeslag (childcare benefits) administered since the 2004 Childcare Act by the Belastingdienst (Dutch Tax and Customs Administration), and the algorithmic risk-profiling layer through which the scandal was generated — the Fraude Signalering Voorziening (FSV) "fraud signalling facility" — used Dutch nationality, dual nationality, and "foreign-sounding names" as risk-of-fraud indicators on a system introduced in 2013, with a self-learning mechanism, no meaningful human oversight, and a working operational effect of wrongly accusing roughly 26,000 families — by some estimates closer to 35,000 — of childcare-benefits fraud, demanding full reimbursement of received benefits in lump sums averaging €20,000–€60,000 per family. Origin

The framing's working public life begins on a September 2018 court-record observation by Trouw journalist Jan Kleinnijenhuis, who while attending a tax-court hearing witnessed the Belastingdienst withholding substantive documentary evidence from the court, and who from that point pursued the file as a sustained working investigation. RTL Nieuws journalist Pieter Klein joined the investigation shortly afterwards, and the two journalists' working multi-year reporting partnership — anchored at Trouw and at RTL Nieuws — supplied the substantive evidentiary base on which the working public-record register on the scandal was then built. The "Toeslagenaffaire" register — a compound formed from toeslagen (allowances or benefits, the technical name of the Belastingdienst's Toeslagen branch under which the childcare-benefits scheme sat) and affaire (scandal) — entered Dutch working-public-discourse usage through the 2018–2020 investigative-journalism arc and was the working name of the file by the time of the Parliamentary Interrogation Committee's substantive 2020 evidentiary work.
