The NewsGuild-CWA

The NewsGuild-CWA (TNG-CWA) is the labor union representing journalists and news workers across the United States, Canada, and Puerto Rico, with approximately 27,000 members at print, digital, and broadcast news organizations, magazines, nonprofits, and wire services. Founded in 1933 as the American Newspaper Guild by journalists organizing against exploitative newsroom conditions, it merged with the Communications Workers of America in 1995 and adopted its current name in 2015 to reflect the shift beyond print newspapers. Headquartered in Washington, DC, and led by President Jon Schleuss, it is the primary labor organizer for the journalism sector on generative AI — running collective bargaining campaigns, arbitration enforcement, public mobilizations, and legislative advocacy that together constitute the journalism-workers' front of the broader creative-industry AI-organizing wave.

Founding and lineage

The union was founded in 1933 by a cohort of U.S. newspaper journalists — among them Heywood Broun (New York World-Telegram), Joseph Cookman (New York Post), and Allen Raymond (New York Herald Tribune) — organizing under the original name American Newspaper Guild, with the inaugural chapter established in Cleveland, Ohio. The Guild affiliated first with the American Federation of Labor (1936) and then the Congress of Industrial Organizations (1937); a full merger into the Communications Workers of America was completed in 1995, reflecting the broader convergence of print, broadcast, and telecommunications labor. The name change to NewsGuild was adopted in 2015 to signal that the union's scope covered online publications, podcasters, newsletters, and other digital-first formats rather than only traditional newspapers.

Membership and structure

The NewsGuild-CWA's approximately 27,000 members span reporters, editors, photographers, videographers, designers, technologists, advertising and circulation staff, interpreters, translators, and nonprofit organization employees — everyone in a newsroom who is not management. The union operates through local chapters across the U.S., Canada, and Puerto Rico, including the NewsGuild of New York (the largest local, covering The New York Times, Reuters, and others), the Washington-Baltimore News Guild (which represents the PEN Guild at POLITICO and E&E News), and Seattle, Philadelphia, Denver, Buffalo, and San Francisco chapters, among others. National leadership is elected through direct one-person-one-vote elections; Jon Schleuss has served as national president since December 2019, Diane Mastrull serves as International Chair, and Marian Needham as Executive Vice President. The union added approximately 7,300 new members since 2018 — a growth wave driven partly by organizing drives at digital-first and platform-adjacent newsrooms.

Collective bargaining on AI

From 2023 onward, NewsGuild-CWA has become the field-defining labor force in the journalism sector's response to employer-driven AI deployment. The union's AI bargaining programme has produced over 36 collective bargaining agreements with AI-specific language across its member shops. The typical provision set runs across five categories: mandatory 60-day notice and good-faith bargaining before AI tools are introduced to bargaining-unit work; content labeling identifying AI-generated or AI-assisted material; job protection barring layoffs, position-filling by AI, or wage reductions tied to automation; joint management-union oversight committees for ongoing dialogue on new technologies; and transition protections including transfers and enhanced severance when roles are affected. Specific language won at individual outlets illustrates the range: The New Republic secured a clause limiting generative AI to a "complementary tool" in editorial work and prohibiting it as the primary tool for content creation; the Ziff Davis Guild won requirements for clear labeling of any AI-generated or AI-modified content; after an 8-day strike, New York Times Tech Workers established a semi-annual joint committee on the potential impact of generative AI.

The POLITICO arbitration

The most consequential single action in the NewsGuild's AI organizing track is the December 2025 POLITICO arbitration — one of the nation's first major labor-arbitration rulings on AI in journalism. The PEN Guild, representing approximately 260 journalists at POLITICO and E&E News as a unit of the Washington-Baltimore NewsGuild (TNG-CWA Local 32035), filed the grievance after POLITICO deployed two AI products without the 60-day notice and bargaining its collective bargaining agreement required: the Capitol AI Report-Builder, which generated 500-word branded policy reports with journalist attributions without editorial review, and Live Summaries, deployed during the 2024 Democratic National Convention and Vice Presidential Debate and containing factual errors distributed without human editing. The arbitrator issued a ruling on December 1, 2025, finding POLITICO in violation on both products. The ruling's key formulation — "if accuracy and accountability is the baseline, then AI…cannot yet rival the hallmarks of human output" — was widely circulated as a statement of principle for the sector. Following months of negotiation, POLITICO agreed to permanently shut down both tools, a resolution that Washington-Baltimore NewsGuild General Counsel Amos Laor publicly characterized as "a message to every media company in the country that AI cannot be used to circumvent union contracts."

"News, Not Slop" — the AI week of action and principles

Building on the POLITICO ruling, the NewsGuild launched the "News, Not Slop" week of action December 1–5, 2025 — a coordinated social-media action under the hashtag #NewsNotSlop that made the POLITICO victory visible across the union's full membership and named AI "slop" (factually unreliable, unedited AI-generated content published at speed) as the sector's shared adversary. The campaign is anchored by the NewsGuild-CWA Principles on Artificial Intelligence, a five-principle framework the union uses in bargaining and public advocacy: (1) AI as assistant only, never the primary creator of published content; (2) no layoffs and no salary reductions tied to AI automation; (3) clear labeling of any AI-generated content so readers can distinguish it; (4) no training on journalists' work or likeness without explicit consent; and (5) editorial control by journalists rather than executives when decisions about AI tools are made. Jon Schleuss, in the campaign launch statement, framed the union's position as a quality-of-journalism claim as much as a labor claim: "It's through this Week of AI Action that we'll keep that momentum going and win strong protections in every shop to ensure there's always a human behind the journalism."

Legislative engagement

Alongside bargaining and arbitration, the NewsGuild has supported state-level legislation to impose statutory versions of its bargaining demands. The union has joined a coalition of New York unions and journalism organizations urging passage of the New York Fundamental Artificial Intelligence Requirements in News Act (the NY FAIR News Act), which would require news companies to disclose to workers when and how AI is used in content creation and mandate public disclaimers on any AI-generated published content — effectively codifying in state law the core transparency and notice demands the union has pursued through collective bargaining.

Position in the corpus

The NewsGuild-CWA sits inside the corpus as the journalism-sector counterpart to the entertainment-industry creative labor mobilizations the corpus already tracks. Alongside the WGA, SAG-AFTRA, and the Authors Guild, it belongs to the same 2023–ongoing wave of sectoral AI organizing that has made the media and entertainment industries the primary proving ground for collectively bargained AI safeguards. Its distinctive contributions to the corpus are two: it represents the only sector-level journalism-workers union doing sustained bargaining-focused AI organizing (distinct from WGA and SAG-AFTRA, whose 2023 AI provisions emerged through industry-wide contract strikes, and from the Authors Guild, whose AI work centers on copyright litigation and federal lobbying rather than workplace bargaining); and its POLITICO arbitration — the first major labor-arbitration ruling in U.S. journalism on AI — establishes a sector-wide enforcement precedent that no prior creative-industry AI action had achieved at the labor-arbitration level.
