Anita Gurumurthy is a founding member and Executive Director and Senior Fellow, Research & Policy Engagement at IT for Change, the Bengaluru-based research-advocacy NGO she has been part of since its founding in 2000. A scholar-practitioner with over two decades in feminist praxis, she leads IT for Change's research and advocacy on data and AI governance, platform regulation, and feminist frameworks on digital justice, consistently articulating these questions from a Global South standpoint and framing AI governance as requiring "AI constitutionalism" — structural legal-institutional frameworks guiding design decisions — rather than ethics principles alone.
Gurumurthy is among the most engaged Global South civil society voices in international AI and data governance processes. She serves on the UN Secretary-General's 10-Member Group supporting the Technology Facilitation Mechanism and has participated in the High Level Committee of NetMundial+10, the Paris Peace Forum's algorithmic governance working group, the UN CSTD's Working Group on Data Governance, and co-led the T20's digital transformation track during South Africa's and Brazil's G20 presidencies. Her multilateral engagement spans the UN Human Rights Council, UN-CEDAW, UN-CSW, UNCTAD, UNESCO, and WTO Public Forum, with plenary presentations at the AAAI/ACM Conference on AI, Ethics and Society (February 2020) and the B'AI Global Forum at the University of Tokyo (March 2021). She is a Visiting Fellow at the UN University International Institute for Global Health and an advisor to the Communication and Social Change Hub at Loughborough University, London.
Beyond IT for Change, Gurumurthy sits on the board of ETC Group, the international civil society organisation tracking emerging technology concentration and corporate power, and on the Minderoo Tech & Policy Lab board. Her public scholarship includes "Internet governance as 'ideology in practice' – India's 'Free Basics' controversy", published in Internet Policy Review, and she has advised Save the Children's ICT4D Brain Trust.
