Blaine William Rogers is the founder and organiser of AI Safety 東京 (AI Safety Tokyo), the Shibuya-headquartered Tokyo reading-group and conference community he started from scratch in January 2023, and Research Communications Officer at the Tokyo-based AGI company Noeon Research. He holds an MEng in Joint Mathematics and Computer Science from Imperial College London (2014–2018), where he won the Donald Davies Prize for the best JMC master's thesis of 2018 for "pi-Actor: A pi-calculus abstraction for Erlang"; prior industry roles include Rapyuta Robotics and Five AI. He speaks Japanese at JLPT N2 level, which has been central to his effectiveness in building a domestic community in Tokyo.

Rogers began AI Safety Tokyo having found no other person in Japan inclined to work on AI safety after his own light research, and funded the group's first year out of pocket (visa constraints at the time prevented external grants). His stated ambition was "building a safety community in Tokyo from zero" with the ultimate aim of making Tokyo an AI-safety hub for Asia — identifying interested talent in Japan and routing it into international safety research. In practice, AI Safety Tokyo's central activity is its monthly benkyoukai (勉強会) reading-group-and-seminar, pitched at an interested technical layperson, and alongside that Rogers has built the annual Technical AI Safety Conference (TAIS) as the group's international-facing research-conference surface — TAIS 2024 drew 105 in-person attendees and approximately 400 unique livestream viewers; TAIS 2025 followed in April 2025 at Tokyo Midtown Tower. The group's partnerships include the AI Alignment Network and Effective Altruism Japan.

Beyond the reading group and conference, Rogers serves as Director of AI Safety at the AI Industry Foundation, and co-hosts the Mindful Machines podcast with Van Nguyen — a show covering technical AI safety research. In March 2023 he gave a TEDxOtemachi talk — "Is Chat-GPT trustworthy?" — introducing LLM limitations to a general audience, and in August 2024 he spoke at the international student session of ICRES 2024 at Keio University on AI governance in Japan, covering Japan's soft-law preference, the Hiroshima AI Process, and the Basic Law for Promotion of Responsible AI.
