Colombian lawyer and digital-rights advocate; long-running Executive Director of Fundación Karisma — the Bogotá-headquartered Colombian civil-society organisation that anchors national advocacy on digital rights, surveillance, freedom of expression, electoral-software accountability, and AI public-policy participation across the Andean region. Botero led Karisma for more than a decade from the early 2010s and voluntarily stepped down on 1 February 2024 in a planned leadership transition to the co-directorship of María Catalina Moreno and Juan Diego Castañeda; she remained with the organisation as an advisor to the new leadership and as coordinator of the K+LAB digital-security and privacy laboratory.
Botero holds a master's degree in international law and cooperation from Vrije Universiteit Brussel and a master's in commercial and contracting law from Universitat Autònoma de Barcelona. Before and alongside her Karisma leadership she has worked with Creative Commons and served on UNESCO's Advisory Committee on Open Science, and she sits on the advisory board of Brazil's Cetic.br (Regional Center for Studies for the Development of the Information Society), placing her inside the Latin American open-access, open-culture, and open-science civil-society infrastructure that runs alongside the regional digital-rights field.
Under Botero's executive directorship Karisma was framed by EFF in its 2024 EFF Award citation as "an outspoken voice fostering freedom of expression, privacy, access to knowledge, justice, and self-determination" in the digital realm "with regional and international impact", and Botero herself as "among the foremost leaders in the fight for digital rights in Latin America". Her substantive contribution in the make-AI-good frame is the Colombian-state algorithmic-accountability programme that Karisma built under her leadership — most visibly the multi-year electoral-software audit collaboration with Misión de Observación Electoral that produced repeated rounds of technical observation across the 2018, 2022, and 2023 Colombian electoral cycles, the K+LAB civil-society digital-security laboratory she now coordinates, and the Colombian AI public-policy citizen-participation line that her Autonomy and Dignity team carries into national policy debate. Alongside the institutional work she is a sustained Spanish-language opinion writer in El Espectador and La Silla Vacía and a continuing Karisma blog author, routing the foundation's research and casework into Colombian public-debate registers as well as into the more specialised regional and international civil-society circuits in which she represents Karisma.
