Finn Lützow-Holm Myrstad is Director of Digital Policy at the Norwegian Consumer Council (Forbrukerrådet), Oslo, a post he has held since approximately 2013 (initially as Director of Digital Services, then under the current title). He is the named lead of the NCC's digital and AI advocacy programme, which has produced a succession of high-impact regulatory-complaint investigations: "Deceived by Design" (dark-patterns analysis post-GDPR, June 2018), "Out of Control" (adtech data-brokering investigation, January 2020, which triggered GDPR complaints ultimately resulting in a NOK 65 million fine against Grindr), and "Ghost in the Machine: Addressing the Consumer Harms of Generative AI" (June 2023). He serves as EU Co-chair of the Transatlantic Consumer Dialogue (TACD) Digital Committee, connecting the NCC to approximately 80 US and European consumer organisations coordinating on transatlantic digital policy. Appointed a member of the Norwegian government Privacy Commission (Personvernkommisjonen) (2020–2022), he received the EPIC International Champion of Freedom Award in 2022 (Forbrukerrådet team) and the Mozilla Rise 25 Award in Berlin in October 2023.
