Gilberto Vieira co-founded data_labe in 2016 within the Observatório de Favelas in the Complexo da Maré, Rio de Janeiro. He is the central theorist of data_labe's citizen-generated data methodology, framing it as "how people can produce data by themselves and be engaged in the production of data without being a formal research institute". His articulation of the lab's political premise — that official data systems "do not take into account the nuances of the periphery, which only we know" — frames the production of favela-generated data as a political act, not a technical one.
