Jun-E Tan is a Kuala Lumpur-based policy researcher with a PhD in Communication from Nanyang Technological University (NTU), Singapore, and a research focus on AI governance, digital rights, and human rights in Southeast Asia. She is a Senior Research Associate at Khazanah Research Institute (KRI), the Malaysian policy research institute, focusing on digital and tech policy in Malaysia and the wider Southeast Asian region, and sits on the Board of Directors of CETDEM (Centre of Environment, Technology & Development, Malaysia) since 2015 and on the Feminist Principles for Digital Justice Working Group.

Tan's collaboration with EngageMedia on AI governance began with a three-part article series on Coconet co-published from December 2019 to March 2020, which laid the analytical scaffolding — digital-authoritarianism patterns, dataset representation gaps, civil-society participation gaps in AI governance — that the 2021 report consolidated. She authored Governance of Artificial Intelligence (AI) in Southeast Asia as Research Consultant to EngageMedia; the report developed the ethics-washing critique of AI governance frameworks across ASEAN and called on regional civil society to push for binding legal regulation alongside non-binding ethics principles. A revised edition was issued in June 2023 and the report continues to circulate as the standing reference document in EngageMedia's AI-and-human-rights research line.
