Founder and executive director of Hiperderecho, leading Peru's principal digital rights organization from its 2013 founding through September 2022. A trained lawyer with an LL.M. in Law, Science, and Technology from Stanford Law School, Morachimo built Hiperderecho's ¿Quién Defiende Tus Datos? ISP-accountability series in collaboration with Access Now and the Electronic Frontier Foundation, its civic technology tools (Proyectosdeley.pe, Pidela.info), and its strategic litigation programme; he cited the multistakeholder environment as central to ISP surveillance and content-blocking accountability in Peru. He transitioned to honorary external advisor in September 2022 on the appointment of his successor Dilmar Villena Fernández Baca.
