Build sustained movement-side infrastructure specifically for the harm of AI-generated non-consensual intimate imagery (NCII) — sexualised, harassing, or defamatory AI-synthesised images of a named individual without their consent. The infrastructure is multi-layered: a survivor-facing helpline and take-down assistance service; a hash-based image-fingerprinting registry that hosting platforms can consume to block re-uploads; a legal-support pipeline for civil claims and criminal referrals; a lobbying arm pushing platform-liability and criminal-code amendments naming AI synthesis explicitly; and press strategy that centres survivor voices without further exposing them. The strategy treats the harm as a sustained infrastructural burden requiring specialised operators rather than a moment of legislative-fix work that resolves and closes.
An actor chooses this strategy because AI image-synthesis has, since 2023, produced a class of harm — mass-scale, low-cost, targeted image-based sexual abuse — that pre-existing anti-image-abuse infrastructure (built for revenge-porn, cyberstalking, and school-yard bullying registers) was structurally unequipped for: the images are indistinguishable from photographs to a casual viewer, generation cost approaches zero, and the harm has no pre-existing artefact (the target never posed) for a hash-registry or take-down claim to anchor on. Only a purpose-built infrastructure — hashing at generation, take-down coordination at platform scale, statute updates that name synthesis explicitly, survivor services calibrated to the specific isolation and shame register the synthetic-image harm produces — can respond at the horizon at which the harm is being produced. The strategy also builds durable operating capacity around a specific constituency (survivors, primarily women and adolescents) whose organising voice has been under-carried in the broader AI-critical movement.
It trades general-movement leverage for specialised infrastructural burden. The infrastructure is expensive to build and maintain — a helpline requires 24/7 staffing, a hash-registry requires ongoing platform-partnership coordination, a survivor-services layer requires trauma-informed professionals — and the operators run permanently against a synthesis technology that improves faster than defensive tools can keep pace. The strategy is politically vulnerable to being annexed by criminal-code-expansionist projects orthogonal to the AI-good movement (broad platform-liability regimes that spill into speech restriction; law-enforcement expansions that hurt marginalised communities). And the survivor-centring register the strategy depends on is uniquely susceptible to being extracted for its narrative power by adjacent political programmes that do not carry the corresponding service commitment.

Distinct from survivor-led testimony as evidence by scope: survivor testimony is a tactic used to advance a legislative or judicial claim; this strategy is a sustained multi-year infrastructure to serve survivors and coordinate response, of which supporting survivor testimony is one output among several. Distinct from AI-specific criminal-code amendments by breadth: statute updates are one output of this infrastructure, not the strategy's whole shape — the infrastructure exists whether or not a given jurisdiction passes an NCII-synthesis amendment, and much of the infrastructure's work is downstream service and take-down operation the statute does not itself provide. Distinct from distribute user-side technical countermeasures by side of the transaction: user-side countermeasures defend the input (an artist's work) against unconsented ingestion into training; this strategy responds to the output (a synthesised harmful image) after it exists — the two operate at opposite ends of the AI production pipeline against different harm-classes.
